Targeted Schools

The Community Partnership for Neighborhood High Schools will work with parents, communities, and stakeholders of Germantown High School, Olney East High School, and Olney West High School. In each community, there are organizations and faith-based groups concerned about improving the academic and school climate to increase outcomes for local youth.

The project will host community-wide education meetings, facilitate collaboration among parents, community, teachers, school officials, and diverse education stakeholders to develop action plans. We will collaborate with neighborhood organization partners who want to work for school improvement. We will also implement projects and activities that directly affect teaching and learning, safety, and building a system of social supports for students and their families.

Olney East High School and Olney West High School

Olney High School has been divided into two schools, Olney East and Olney West, as an attempt to provide moderately sized learning environments. The schools are located in the Olney/Logan/Feltonville area of the city. They have one of the most diverse ethnic and language student populations in the city.

Olney High School East

The total student enrollment is 874 for the 2008–09 school year. The multi-ethnic student population includes: 54.8% African American, 1.4% white, 6.9% Asian, 34.1% Latino and 2.9% other. English for Speakers of Other Languages is provided to 15.9% of the student population. Eighty-four percent of the students receive free or reduced lunch. In the 2008 PSSA (Pennsylvania System of School Assessment), 66.7% of 11th graders had below basic proficiency in math and 54.0% had below basic proficiency in reading. Olney High School East did not make Adequate Yearly Progress for 2008 and is placed in the School Improvement II category.

Olney High School West

The total student enrollment is 964 for the 2008–09 school year. The multi-ethnic student population includes: 60.5% African American, 1.1% white, 7.7% Asian, 29.6% Latino and 1.1% other. English for Speakers of other Languages is provided for 10.2% of the student population. Eighty-four, point five percent of the students receive free or reduced lunch. In the 2008, PSSA (Pennsylvania System of School Assessment), 11th graders scored below basic proficiency (74.2% in math and 69.6% in reading). Olney High School West did not make Adequate Yearly progress in 2008 and received a warning.

Germantown High School

Germantown High School is a large neighborhood high school that lies in the northwest section of Philadelphia. The total student enrollment is 1340 for the 2008-09 school year. Eighty three percent of the students are recipients of the free and reduced lunch program. The majority of students (98.1%) are African American.

Germantown High School is one of the Empowerment, or struggling schools in the School District. The PSSA (Pennsylvania System of School Assessment) is a state mandated standardized test that measures student performance in reading, math and science. In high school the test is taken in 11th grade. In 2008, the majority of 11th grade students at Germantown scored below basic proficiency, 79.2% in math and 65.3 % in reading.

AYP, or Adequate Yearly Progress is the measure of progress each year to ensure that states/districts/schools are meeting the requirements of the No Child Left Behind Act of 2001 (NCLB) to adequately meet students academic needs. NCLB requires that all students be proficient in reading, language arts and mathematics by the school year 2013-2014 as demonstrated on the state assessments. Germantown High School has not made AYP in several years.

The school currently stands in corrective action. Germantown High School is also listed as one of the persistently dangerous high schools.
