The school district's white paper,
Secondary Education Movement(SEM), Phase II: Redesigning Philadelphia’s High Schools, identified five overarching
anchors, which would guide the implementation of Philadelphia’s high school reform.
As part of the Secondary Education Blueprint process, five Work Teams were assembled, each one charged to examine an assigned Anchor, provide analysis, and offer recommendations for the appropriate interventions and changes that would make the goals of each anchor a reality.. Work teams differed in size, scope, and disciplines but each had representation from a wide spectrum of individuals and organizations including the School District of Philadelphia, education partners, community-based organizations, universities, and the corporate sector.

Work Team 3: Re-engaging Out-of-School Youth & Drop-out Prevention
Work Team 4: Conversion to Small High Schools & Climate Change
